Have you received a call from +1-760-705-8888? It's someone calling you from their gmail account. It's probably a friend testing it out since the service just rolled out. This is the number that shows up when someone calls you from the new google voice program. It's somebody calling you from their gmail account.
In Google voice blog they have mentioned "We’re rolling out this feature to U.S. based Gmail users over the next few days, so you’ll be ready to get started once “Call Phones” shows up in your chat list (you will need to install the voice and video plug-in if you haven’t already).". But, I have got this in my Singapore based Gmail account and I am able to make phone calls too. You get an initial calling credit ($0.10) and calls to US and Canada if free for this year from your Gmail.
If you install the "voice and video chat plug-in" from google, you can call phones in the US and Canada for free in 2010. You can also call in other countries, but you'll have to pay, and Google's rates are really low and the service is cheaper than Skype.
"Calls to the U.S. and Canada will be free for at least the rest of the year and calls to other countries will be billed at our very low rates. We worked hard to make these rates really cheap with calls to the U.K., France, Germany, China, Japan — and many more countries — for as little as $0.02 per minute," informs Google.

Call to India costs 0.06 USD and which is still cheaper than Skype.
